Public Service Pension Buyback Guide

Use this decision path before signing a service buyback election. The Pension Centre—not a generic cost formula—must verify the service and provide the authoritative cost.

Five checks before electing

  1. 1. Service type

    Confirm whether the period is prior federal service, outside employment, leave without pay, Canadian Forces or RCMP service, or a transfer-value reinstatement. Costing differs.

  2. 2. Election timing

    Find the date on the written Notification of Plan Membership. A normal election is generally within one year; a later election uses current salary and accumulated interest.

  3. 3. Verified cost

    Request a Pension Centre estimate. Salary, contribution rates, service type, interest, age and payment method can all affect the cost.

  4. 4. Tax capacity

    Ask whether a post-1989 PSPA must be certified and whether existing RRSP room can support it. A direct RRSP transfer is not a second tax deduction.

  5. 5. Benefit gained

    Measure added annual pension, survivor benefit and whether the service moves the unreduced-pension date. Compare those benefits with the cash cost and lost investment flexibility.

Questions about a service buyback

What is a public service pension buyback?

It is a legally binding election to purchase eligible prior service so it counts toward pensionable service, subject to verification and the plan rules.

Why does the first year matter?

An election made within one year of the written Notification of Plan Membership is normally costed using salary when the person most recently joined the plan. A later election uses salary at the election date and includes interest, so it can cost more.

How much service can count?

Current service, bought-back service and eligible transferred service are limited to 35 years of pensionable service in total.

Can a buyback affect RRSP room?

Yes. Post-1989 service can require CRA certification of a past service pension adjustment. If the PSPA cannot be certified, the service cannot be counted.
