There is no single GST/HST rebate for every Canadian purchase. The correct claim depends on what was bought, who paid the tax, how the property or service is used, and whether the claimant is a GST/HST registrant. Start by identifying the rebate category; only then choose the form and deadline.

GST/HST rebate or input tax credit?

A registered business generally recovers eligible GST/HST paid on business inputs through an input tax credit (ITC) on its regular return. That is different from a rebate application.

The CRA’s rebate directory includes additional specialized claims for governments, pension entities, non-residents, foreign conventions, specially equipped motor vehicles, and other circumstances.

General rebate — Form GST189

Form GST189 is not a catch-all refund request. It uses specific reason codes. Common examples include certain amounts paid in error and qualifying provincial point-of-sale situations.

Before filing, confirm:

  • the correct reason code;
  • whether the supplier must first refund or credit the tax;
  • the claimant and transaction are eligible;
  • the claim is within that reason code’s deadline; and
  • invoices and other prescribed evidence are available.

Housing and rental rebates

Housing rebates have separate eligibility tests and forms. The current CRA pathways distinguish among existing new housing relief, the first-time home buyers’ rebate, Ontario components, and new residential rental property claims.

Public service bodies

Charities, qualifying non-profit organizations, municipalities, schools, hospitals, and other selected public service bodies may recover a prescribed share of eligible GST/HST through the PSB rebate. The factor and provincial component depend on the claimant type, activities, and residence.

This is not an ITC claim and is not the same as a consumer refund. Multi-activity organizations may need to allocate purchases and apply more than one factor.

Ontario HST rebate searches

“Ontario HST rebate” can mean several different things:

  • new housing or first-time buyer relief;
  • new residential rental property relief;
  • the Ontario component of a PSB rebate;
  • point-of-sale relief on qualifying goods; or
  • tax paid in error.

Identify the underlying transaction before selecting a form. A generic search phrase does not establish eligibility.

  3. Confirm the form, reason code, and filing deadline.
